How State Laws Affect Your Auto Insurance Quote: Regional Analysis

State laws are a major factor in determining your auto insurance quote, and 2025 brings some of the most significant changes in decades, especially in states increasing their minimum coverage requirements. These legal updates directly impact how much you pay and the protection you receive.

  •  $30,000 per person / $60,000 per accident for bodily injury, $15,000 for property damage (previously 15/30/5).

  •  The old limits hadn’t changed since 1976 and no longer covered modern medical or repair costs.

  •  All policies will automatically renew at the new limits. Most drivers will see higher premiums, but will also have better financial protection if they cause an accident.

  • Uninsured/Underinsured Motorist (UM/UIM): If you carry UM/UIM, your limits must now match the new bodily injury minimums.

  •  $50,000 per person / $100,000 per accident for bodily injury, $50,000 for property damage (up from 30/60/25).

  •  Now required to match bodily injury limits.

  •  North Carolina will have the highest property damage minimum in the country, leading to higher premiums but greater accident protection.

  •  As of July 1, 2024, all drivers must carry insurance (no more $500 uninsured motor vehicle fee).

  • New minimum liability limits (effective Jan. 1, 2025): $50,000 per person / $100,000 per accident for bodily injury, $25,000 for property damage (up from 30/60/20).

  •  More drivers will be insured, but premiums will rise for those carrying only the minimum.

  •  $30,000 per person for bodily injury, $65,000 per accident, $25,000 for property damage.

  •  If purchased, must match new bodily injury minimums.

  •  Modest premium increases expected, with better protection for accident victims.

  • Reporting and regulatory changes: No direct increase in minimums yet, but higher limits are anticipated during the 2025 legislative session.

  • Higher minimums = higher premiums: Raising required coverage means insurers must pay more in claims, so your base premium will likely increase if you carried only the old minimum.

  •  You don’t need to take action—insurers will automatically adjust your policy at renewal to comply with new laws.

  •  While you may pay more, you’ll also be less likely to face out-of-pocket costs after a serious accident.

  •  In states like California and North Carolina, if you carry UM/UIM, your limits must rise to match the new bodily injury minimums, further increasing premiums if you had lower coverage before.

  • Each state sets its own minimums: This is why quotes can differ by hundreds or thousands of dollars between states.

  •  States are raising minimums to reflect modern accident costs, which means higher quotes but better coverage.

  •  Some states are also tightening rules on policy cancellations, reporting, and mandatory insurance, all of which affect rates and compliance.

State law changes—especially new, higher minimum coverage requirements in California, North Carolina, Virginia, and Utah—are driving up auto insurance quotes in 2025. While this means higher premiums for many drivers, it also provides significantly better financial protection after an accident. Your insurer will automatically adjust your policy to meet new legal standards, so review your renewal notice and discuss options with your agent if you want to manage costs or increase coverage beyond the new minimums.
